Data Services Supervisor
Location: East Care Center, 4520 Oak Fair Boulevard Tampa, FL 33610
Summary: This position is responsible for oversight for all case records pertaining to their respective care center. This position supports the mission of HKI by ensuring the files are secure and up-to-date and are processed according to contractual, HKI policy, and legal mandates. Responsibilities include:
- Responsible for the collection, verification and accurate entry of client information, including correction of errors or input of missing data for data input by case managers. This includes the initial and ongoing statistical, demographic and narrative data entry into specialized software packages.
- Responsible for coordinating the workload/training of the data services staff. Responsible for staff evaluations and disciplinary actions.
- Assists with the preparation and maintenance of Community Based Care Project records according to federal, state and agency regulations.
- Supports interaction with funding sources as requested, i.e. Rev Max data sharing.
- Supports the project’s QA function, QA data needs, and deadlines for reports and legal documents.
Qualifications: High school diploma or general education degree (GED); and one year supervisory experience or equivalent combination of education and experience.
Computer Skills: To perform this job successfully, an individual should have knowledge of Outlook, Excel, Microsoft Word, and FSFN data systems.

Legal Affairs Specialist
Location: 9309 N. Florida Avenue, Tampa, FL 33612
Summary: This position is responsible for managing the internal legal affairs of the organization. This position will be responsible for handling HKI’s insurance coverage portfolio, including facilitation of the annual renewal application process, as well as the reporting and monitoring of claims related to HKI’s business operations. This position will work closely with General and outside counsel in their representation of HKI’s legal interests through the sharing of substantive Chapter 39 knowledge, compilation of relevant records and information, and tracking of case progress. Additionally, this position will collaborate with internal organizational leadership to assist in the establishment, implementation, and maintenance of legally and contractually compliant policies, procedures, and practices that guide the activities of the HKI System of Care. This position acts as a liaison to the legal community, including but not limited to the Office of the Attorney General/Children’s Legal Services. Responsibilities include:
- Collaborates with outside counsel to support the effective representation of HKI’s legal interests.
- Facilitates the compilation of relevant information and documentation to support the efforts of outside counsel in the representation of HKI’s legal interests.
- Researches legal claims and interviews potential witnesses, as directed.
- Manages HKI’s insurance coverage portfolio, including completion of the annual renewal application process, monitoring progress in regard to active claims, reviewing invoices, and maintaining accurate files related to actual or potential litigation or claims.
- Interprets laws, rulings, and regulations, as needed, for HKI’s leadership.
- Assists in developing and maintaining operating procedures in accordance with federal law, Florida Statute, Florida Rules of Juvenile Procedure, Florida Administrative Code and other applicable laws.
- Serves as liaison to the legal community.
- Coordinates responses to records requests.
- Assists in training HKI staff in areas related to dependency law, juvenile rules of procedure, and generally accepted courtroom practices and procedures.
- Provides updates to HKI staff regarding legislative amendments and case law development relevant to HKI’s business practices.
Qualifications: Juris Doctor from an ABA-accredited law school; minimum of two years related experience in Child Welfare law; knowledge of general civil procedure and regulatory processes.
Certificates, Licenses, Registrations: Valid license to practice law issued by the Florida Bar

Placement Specialist-Intake
Location: 9309 N. Florida Avenue, Tampa, FL 33612
Summary: This position is responsible for receiving all new intakes for placement from the Hillsborough County Sheriff’s Office (HCSO) and Care Management Organizations (CMO). It is co-located at HSCO and HKI Corporate. It supports the mission of Hillsborough Kids Inc. by ensuring children coming into care are placed in the least restrictive, most appropriate placement setting available. Responsibilities include:
- Gather information needed for appropriate placement from HCSO, Care Management, and other involved parties.
- Attend and participate in Early Services Intervention Staffings.
- Act as a liaison between HCSO, Care Management, and HKI Placement Staff for the purpose of ensuring the child(ren)’s placement needs are met. These duties include information sharing, providing technical assistance when needed, and determining appropriateness of needed placement.
- Attend Daily Debriefings for new intakes.
- Provide support to foster homes, shelters, and residential group facilities in the areas of client resource records (Yellow Jackets), clothing vouchers, ASO funds and any other area of identified need.
- Collaborate with the HKI Diversion staff when needed.
- Input accurate data into Kids Direct and FSFN in a timely manner.
- This position works part of an on-call rotation with other employees of Placement Services.
Qualifications: Bachelor's degree (B. A.) from four-year College or university, one year related experience preferably in child welfare; or equivalent combination of education and experience.
Certificates, Licenses, Registrations: Child Welfare Certification is required, candidate must obtain certification within 6 months of employment.
Computer Skills: To perform this job successfully, an individual should have knowledge of Outlook, Excel Spreadsheet software and Microsoft Word Processing software.

Psychiatric, Registered Nurse
Status: This is a temporary, contracted position for 90 days, 20 hours per week, pending further assessment of the hours needed to meet the training demands and duties that the nurse may perform.

Summary: This position will provide training and oversight for licensed foster families in Hillsborough County, Tampa, Florida. The position may require assistance in other areas of the system of care for children who have been adjudicated dependent by the Juvenile Court and placed in licensed care. Other duties may include caseworker staff training and counseling assistance for the caregiver related to behavior management of the children prescribed these psychotropic medications.
Qualifications: Masters degree in psychiatric-mental health nursing through an accredited program (AACN or NLN) and a minimum of two years experience working with children and youth in a social services or public health setting; or equivalent combination of education and experience.

Quality Assurance Specialist
Location: East Care Center, 4520 Oak Fair Boulevard Tampa, FL 33610
Summary: This position is responsible for reviewing documenting, and processing data with the primary responsibility to implement the QA plan for HKI. The main objectives of the reviews are to provide objective assessments of the effectiveness/appropriateness of services, program quality and to analyze the data and provide suggestions for practice improvement. Additionally, the QA Specialist, based at the care centers attends staff meetings and serves a primary resource to care management teams. Responsibilities include:
- Maintains effective mechanisms to promote timely problem identification and resolution to assure quality services are delivered in an effective and efficient manner.
- Monitors continuous quality improvement activities and facilitates interdepartmental integration of the quality management process within the system of care. Provide coordination, support, training and evaluation of the process for system of care.
- Monitors and submits weekly, monthly and quarterly reports to appropriate program/operations management staff and supervisors regarding critical pathways, protocols, client census, intake and assessment statistics, utilization, program progress, length of stay analysis, unmet tasks/needs reports, staff service reports, event detail activity sheets, etc.
- Assist and work cooperatively with program management staff to establish and monitor appropriate workload standards, service goals, and priorities for care centers.
- Assists care management staff to enhance their abilities to successfully meet all contractual, quality improvement and outcome standards and requirements.
- Coordinates and ensures the completion of peer reviews, concurrent reviews, utilization reviews and case audits.
- Compiles data and submits reports based on client satisfaction survey. Case audits, peer review reports, utilization reviews and program outcome measures.
- Identifies strengths and barriers of the system through the Quality Assurance process. Based on these outcomes, identify and work in conjunction with the Training Department to develop curriculum to be provided throughout the system of care.
- Reviews quality assurance standards, studies existing policies and procedures to evaluate effectiveness of quality assurance program.
- Reviews and evaluates client and family records.
- Completes special file reviews on cases that may contain high risk, client death, community complaint or other factors.
- Compiles statistical data and writes narrative reports summarizing quality assurance findings.
- Provides oversight of Incident Reporting through processing, tracking, and ensuring follow-up and best practice is utilized.
Qualifications: Bachelor's degree (B. A.) from four-year college or university; two years related experience in child welfare, one year experience in file analysis; or equivalent combination of education and experience.

Resource Specialist Supervisor
Location: Hillsborough County Sheriff’s Office (HCSO), 1501 N. Falkenburg Road Tampa, FL 33619
Summary: This position is responsible for providing up front services to families that face allegations of abuse, neglect, and abandonment. This position supports family preservation by providing families with comprehensive services and linking them with community support systems to divert them from entering the HKI System of Care. Responsibilities include:
- Monitors staff’s activities, schedules, and duties to ensure job responsibilities are being completed.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Assesses and identifies the needs of families as referred by the HCSO Child Protective Investigators (CPID), includes referrals for entitlements and services including child care, Medicaid, ASO funds, mental health referrals, housing, transportation, other services or entitlements as defined by federal, state, local and judiciary requirements. Knows and identifies needs of clients.
- Responsible for giving resources and referrals to clients as identified by CPID.
- Familiar with community resources in Hillsborough County.
- Familiar with Dependency Judicial process.
- Works closely with Child Protective Investigators to divert clients from entering the Hillsborough Kids, Inc. System of Care.
- Follows up at clients homes to ensure they have followed through on referrals and services that were identified by the CPID.
- Documentation of referrals given to relatives for the CPID
- Monitors flex funds for CPID.
- Collaborates with Tampa Housing Authority to monitor the Family Unification Program.
- Communicates on a consistent basis with the CPID on progress of clients.
Qualifications: Bachelor's degree (B. A.) from four-year college or university; two years related experience and/or training and one year supervisory experience; or equivalent combination of education and experience.

Senior Accountant
Location: 9309 N. Florida Avenue, Tampa, FL 33612
Summary: This position is responsible for administering HKI policies and Internal Controls for the Finance Department and monitoring risk management throughout HKI.
Responsibilities include:
- Directly supervises up to four staff within the finance department.
- Assist in development, implementation and maintenance processes for fraud prevention and detection in risk areas. Train staff to become aware of areas that may be vulnerable to internal control weakness, such as inventory, purchasing and cash management.
- Assist in maintaining integrity of financial statements by periodic monitoring of internal controls and the analysis of HKI’s financial stability and resources management.
- Assist in training on coding, credit cards, expense reports, purchasing, child welfare funding and FSFN financial.
- Assist in developing methods for how contract charges are allocated and coded for payment based on the approved Cost Allocation Plan. This is especially important to monitor when multiple OCA’s are supported in one contract.
- Ensures Cost Allocation Plan compliance and updates as changes occur in the system of care.
- Assists in the coordination of the annual independent audit and fiscal monitoring
- Completes financial analyses as assigned on a monthly basis on expenditures.
- Coordinates monthly closing tasks as assigned.
- Directs the maintenance and reconciliation of general and subsidiary ledgers, accounts receivable, accounts payable, cash, client trust fund, fixed assets and depreciation, as assigned.
- Assists, troubleshoots, reviews and approves Vendor payments and related General Ledger coding.
- Assists the Contracts Department in the financial fiscal monitoring of selected providers to determine compliance with Federal and state guidelines, as assigned. This potentially includes pre-, post- and on-site audit work.
Qualifications: Accounting degree from a four-year college or university; and 5 years related experience including a minimum of one year supervisory experience; or equivalent combination of education and experience.

Senior Placement Specialist
Location: 9309 N. Florida Avenue, Tampa, FL 33612
Summary: This position is responsible for the placement of children in traditional and supported licensed foster homes, residential group care facilities and with required authorization, therapeutic levels of licensed care. The senior placement specialist coordinates and tracks daily placement activities to maximize placement resources with the goal of obtaining the least restrictive placements, preserving sibling groups and ensuring placement stability. This position requires the ability to manage multiple tasks, prioritize, and work in conjunction with placement providers, Placement Specialists, care managers, and service providers to ensure children in licensed care are placed in the least restrictive, most appropriate placement possible. Responsibilities include:
- Provide technical expertise and provide leadership to Placement Specialists to ensure the most appropriate placement is made for children in licensed care. This would include understanding policies, procedures, and statutory requirements for placements as well as the ability to identify needs of children and having in-depth understanding of the various placement providers in order to best match the need of the child with the appropriate placement.
- Oversee and track critical data elements for areas of responsibility to include demographic information, evaluation of care needs, capacity, and trends with regards to children and youth entering foster care and report to management.
- Attend and participate in a variety of staffings to include Daily Debriefings, Placement Stability Staffings, Placement Review Panel, Early Services Intervention, and other staffings as needed. This would include tracking and following recommendations.
- Tracking placement of children and facilitating movement between providers.
- Ensure placement process rules out options for non-licensed care and approve foster care placements which prioritize maintenance of sibling groups and are within related statutory, Florida Administrative Code and HKI policy requirements and DCF contractual requirements, obtaining approval as required for therapeutic levels of care.
- Ensure profile information/assessments are completed on children entering licensed care and this information is thoroughly and accurately communicated to foster home and residential providers. This would include an ability to navigate databases including Kids Direct and FSFN.
- Provide follow up with care management, CPI, fostering and/or licensed care staff to ensure adequate supports, including funding as available, are provided to the caregiver(s).
- Visit placement providers to include traditional foster homes residential group care to become familiar with strengths and what child population they can best serve.
- Identify children who may need a different level of care and collaborate with Licensed Care to ensure child receives needed services.
- This position requires on call.
Qualifications: Bachelor's degree (B. A.) from four-year college or university; 2 years experience in child welfare. Knowledge of Florida Administrative Code 65-C and related statutory provisions for children in licensed care; or equivalent combination of education and experience.
Certificates, Licenses, Registrations: Child Welfare Certification is required, candidate must obtain certification within 6 months of employment.
